For the project we used the Spartan-3E FPGA, pictured below:

An important step is to configure the Jumper Settings to enable JTAG mode. As you can see below, the Jumper Settings pins are three consecutive pairs of jumpers (M0, M1, M2)

To enable JTAG mode, simply leave a jumper on the middle pins (M1) and remove any others from M0 and M2, per the image below:
